Buying a car of ebay, is this fraud?

The 2005 VOLKSWAGEN GOLF 2.0 GT TDI is in perfect working condition.It's in showroom condition, no scratches, no dents, accident-free,full service
history, HPI clear,no outstanding finance.
The problem is that in the meanwhile I had to move with my family in
Ancona,Italy where I got a new job as a construction engineer. I brought the car here with me with the intention of keeping but when I found out about the very high import duties and all the restrictions regarding registration and emissions tests here I have made up my mind and decided to sell the vehicle.It still has UK registration, cos I didn't paid for Italy import.
The car meets United Kindom DOT and EPA guidelines so there will be no
problems regarding UK Customs policy on receiving the car .

Usually shipment takes maximum 5 to 7 days depending on your location and
will be fully insured against damages,shipped in a crated container.....on
my cost!!

The sale will be thru eBay, meaning that they will hold and insure your
money until receipt of the car in good condition. You will be given a 7 days
inspection period before releasing the payment. The inspection period is
starting from the day you will receive the vehicle.

Final price is 4,500.00GBP (this price includes the shipping and insurance).

3. You'll send the money to eBay and they will notify me to ship the car to

4. After you will inspect the car and decide to keep it, eBay will forward

Remember you have 7 days to test it. If by any reason the car is not as
described or if you find any problems with it I will pay for the returning
fees. I'm sure it won't be the case because it's a state of art looking and
working vehicle. I apologize if it seems like I'm pushing on this deal but I
really want to be sure everything is clarified before any further steps.

I will initiate the transaction through ebay and in the next 24 hours they
will contact you with transaction details, invoice, payment instructions,
and buyer's protection policy. Just wait for eBay instructions. Please go
thru them exactly!!!

I contacted a buyer concerning a car he is selling for £4,500 when its worth double it. I dont know what method he is exactly saying but is this a scam artist?

    Why would anybody sell a car worth £14000 for £4500?
    Scammers like these prey on the greed of buyers. You think that you are getting the bargain of the century, saving £10000 on a car. You end up being stung for £4500.

    Scam - somebody tried it on with me too...But just look at the English used. Would a chap called Karl Sulivan really say:

    "shipped in a crated container.....on my cost!!" AT MY COST

    or

    "because it's a state of art looking and working vehicle. I apologize if it seems like I'm pushing on this deal but I really want to be sure everything is clarified before any further steps."

    The english is that of a foreign exchange student who learnt it from a book.

    Scam, scam , scam, scam...

    Tell him you've sent the payment to Ebay - get him to give them a call...

    And then keep on badgering him hourly to find out how he's gettting on, each one more keen than the last. Clog up his inbox until he really feels he's giving you good service...
