Need a new boiler...help please xx

Hi i live in an ex local authority house and the boiler here ive been told is about 15 years old so assume the rads and boiler etc must have been here since the house was first built (sigh) anyway it makes a hell or a racket whether on or off, also the rads have been leaking as the seal at the bottom of some of them has deteriorated. I would love to have a new central heating system rads and boiler etc but simply cant afford it. (sigh) any ideas of what i should do here, i do have british gas insurance but they cant find a specific problem with the boiler (riggling out of replacing it no doubt) they have drained the system so no air lock etc,system check etc for settings etc but its clearly not working as it should, now i have had wall insulation and loft insualtion done recently, upstairs is lovely and warm when the heating is on but downstairs always seems cold still even tho rads are hot etc. I would love those convector rads (i think its what theyrre called) also a new boiler any ideas ?? or helpful suggestions greatfully received.
