How long do HC1/HC2 forms take?

If I remember correctly I sent off my HC1 form about a month and a half ago, and I haven't received any reply.
I'm a student with no income apart from student loans etc (which I get the maximum of).
Do they normally take this long..?

They normally taken around 4 weeks, dd2s took this long
