nah Im not on E7, its Npower Bill Saver 2013 tariff

It's rather confusing trying to figure out how your water is heated, but a bill that size does suggest you are using the immersion heater excessively, whether you are aware of it or not.
It also sounds like the gas boiler provides hot water, so allow the hot water to be controlled by the gas boiler panel and switch off the immersion heater, which will be a completely separate switch. Some domestic hot water systems with a tank dictate that the tank is heated whenever the central heating is on - that may be the case with yours.
Take electricity meter readings at the same time each day and see how it varies with different things switched on or off for several hours.

You mentioned that your first bill for 1 month was £20.80 - was this an estimated bill? If it was, it may be that this was a low estimate and this bill you've just received is a catch-up bill.

its heated with a Fluval Heater, but it turns itself off once its reached 26/27 degrees. I changed the halogen light bulbs that came with it to LED's so its less than 2watts to light it, the heater is 25watts but as I said turns itself off once temperature is reached.
its only a 23 litre tank so very small and takes hardly any time to heat. Fluval aquariums are very energy efficient, which is one of the main reasons why I chose it.

the Fluval Edge 25W heater is only capable of maintaining the water temperature within 2-3C of the ambient room temperature.
So are you saying you keep the room temperature at a minimum 24C-25C 24 hours a day?0
