Pepper plant - white bugs (indoor)

My OH developed has got into having indoor vegetable plants but I always get heebiejeebiefied by the little flies and bugs that plants draw in.

Anyway the pepper plants have grown quite a lot and the peppers have also grown quite a bit but the soil part of the plant has many little white bugs which he says jump around (I don't want to look). He lifted the pot and said there were loads on the tray as well.

I think I read once it is because the plant needs more water but there's loads in there. I'm not sure how to get rid of them so any advice from the pros please? :o:)
