I've got a Dell 530 with 2GHz / 2GB and it runs Win7 fine (actually mine is a Dell Vostro 200 but they're the same thing) so your slightly slower 1.8GH cpu should still be fine.
That PC came with Vista so it won't have ever had a Win7 licence issued.

If so, the OEM product key may work on your system without any activation.

Load it onto a USB stick and away you go with the installation.
You probably wont know if it will activate automatically without trying it.
