The atmosphere is currently filled with hypocrisy so thick that it could be sliced, wrapped, and sold in supermarkets for a decent price and labeled, 'Wholegrain Left-Wing, Middle-Class, Politically-Correct Organic Hypocrisy'.

Unless you need a drop in levels then I would block pave on top. 2" of sand. cement the edge blocks and lay the rest on top. As long as they are 'Whacked' down (using a Whacker Plate) then that should be fine.
Alternatively the Patio need only be laid on (WELL consolidated) sand base as long as mortared in correctly and the edge ones mortared in place. As a precaution I would lay a membrane on the cleared ground to prevent weeds from growing up through the cracks that may appear after a while.
A mortar base should only be necassary if you are going to drive a car on it.
Again, on a sand base I would always sprinkle a couple of bags of cement over the sand anyway.
