Homebuyer survey came back with 3s. Help!

Update: Got a good roofer to come around and do a roof survey (he got paid £100 so not a free quote). He took pictures as well. I'll get an itemised assessment and quote in writing over the next couple of days. But the gist of it is that while the roof structure is solid it's been badly maintained and there's about £4,000 work that needs to be done with scaffolding (that's without a firewall!).
So, what are my options now? Divided 4 ways amongst leaseholders it's £1,000 which isn't a deal breaker for me (I've already spent £750 if I pull out now) - but I'd like to see the price reduced accordingly.
However, if there is no agreement from everyone and the freeholder, nothing is going to get done so the question is, do I really want to buy a flat with potentially £4000 work required that 4 other parties need to agree to? If everyone agrees then that's fine but if not, it could potentially be a very draw out saga which will make it hard for me when the time comes to resell 3-4 years down the line! Can anyone offer any words of wisdom from experience?
Assuming I do decide to go through with this, what would be the best way to negotiate with the vendor?
