Virgin Pre-Paid Credit Card

Before I tell someone to apply who has a naff credit record for a pre-paid card, can anyone confirm absolutely zero, zilch, nothing credit check related will be done on the persons name and address?
It's the Virgin one they want but in the T&C's it mentions checks to prove your identity etc before providing one - would this indicate a soft search of some sort?
They dont want anything else showing on their credit record you see hence going down the pre-pay route in the first place.
Thanks.
This is the bit I mean:-

3.1.1 if MBNA is unable to verify your identity or you do
not supply adequate identification information that MBNA
requests, you may not be eligible for a card.

A credit check and a identity verification check are completely different, they may carry out a soft search to confirm your friends identity however they will not take into account their credit worthiness as they are providing your friend with no credit.
As long as your friend is on the electoral roll then there should be no issues.0 -
Above but bear in mind the Virgin prepaid card is aweful, look at the Orange or even better the Kalixa.0

What is wrong with the Virgin card? I think it is only going to be loaded and used to buy Christmas presents online, so only for a couple of months worth of use really.0
