problem with paypal account

hi masters
i have a paypal premier account and use paypal merchant for my shop(selling vpn)
my account has been limited after doing 3 selling with paypal
PayPal wants the following, but I have questions:

1-"Update phone numbers" ==> via sending Phone bill?

2-"Provide proof of delivery" ==> my selling merchandise is virtual and Automatically be delivered immediately,"Tracking Number"How do I complete this field?


3-"Provide Invoices" ==> Does not exist bills of sale for virtual merchandise,what thing i upload??

4-"Supplier Contact Info" ==> my merchandise is virtual,what thing i upload??

5-"Provide more information about payments" ==> i have 3 recived Transactions Amounted to $ 2.5 for selling vpn in my site,How do I fill out this 6 field?
like form 1: Provide a full description of what the payment was for

1. Well either update online with both work and mobile or if they want a bill send one.

2. Give each sale a unique reference no provided to customer. Other virtual providers manage to do this.

3. Why can you not send a invoice? Its a sale and as such you should be able to send one. Other virtual providers manage to do this.

4. You add your home or work address and your telephone numbers.
As a retailer this is basic info you should be providing anyway to customers. No matter how goods/service are provided.

5. Well unless its something illegal, why can you not provide a description of what you provide. Clearly you manage this on your site, or people would not buy your product.

Just because you are providing a virtual product does not excempt you from consumer protection. By providing basic information to your customers.

I'll have to upload phone bill to confirm Supplier address and phone number ,if i upload my home phone bill ,no problem ?(because i sent my home address to them last month )seller address=Supplier address
or create fake phone bill ?

I would send a real bill.

They may pick up on a fake and close account.
