Warm radiators upstairs

Anyone help on this central heating on all radiators turned on no thermostats the downstairs ones are hot top and bottom but upstairs they are cooler - hot on the top but just warm on the bottom, but not as hot as the ones on the gnd flr.Checked for air in them but none. Combi boiler Worcester Bosch 28si with 7 double radiators .
Any ideas

could one or more radiators downstairs be taking the heat from upstairs. we found this out with one radiator which had preference stealing heat before return the water to the boiler. If so can you close the TRV?

Other than that could there is a blockage in the system needing it flushed out? Again this solved our problem of 2 cold rads upstairs as well as getting rid of debris

Agree, probably a balancing problem, adjust the lock-shields on a couple of the downstairs rads.

How do I go about balancing and adjusting the lockshields is it something a DIYer can do?

don't know if this is the correct way, or whether a cowboy's way as a council repair man showed me. Close all your rads off downstairs and turn your heating on, the ones upstairs will warm up properly then it's just a case of opening your rads downstairs.

Just a case of gravity, and the water pump not being in operation over the summer months... so I'm told:think:
