Ebay item not as description - van I insist on a refund?

Hi,
I have just received a rather expensive electric breast pump that I purchased on ebay. It was advertised as ready to go. It is not ready to go, it is missing vital bits that are necessary to use it.
On top of that it is incomplete, although I guess the description never stated that it was complete. So it does not have any of the extra's that would be expected with that model. I can accept that as my fault for not checking with seller that it was in fact the complete kit.
It says used twice. Looking at it I very much doubt that. It looks a lot more used.
In the listing seller states no refunds. Can I insist on one given that it is missing pieces that it needs to work or am I stuffed?

I would. Description says
"All cleaned as per manufacturers instructions and ready to use."
It is not ready to use without managing to acquire some additional parts

First of all contact the seller, see what they say.
If no joy open a not as described dispute & when instructed return it by a secure trackable service.0
