Screen shake - intermittent but frequent

I am having a lot of screen jumping up and down. some days it does not happen at all, some days even a restart does not fix it. I have not worked out a trigger.

The screen jumps and and down but only the active part of screen - i.e toolbar/taskbar remain fixed. If I put mouse pointer on either of the bars then the screen stops jumping.

I thought it was just happening in browsers but today I have notepad open and that is jumping - again only the body of the notepad , unactive windows behind it are fine.

I have tried a different mouse - no change. I have tried changing a couple of mouse properties change . ie mouse speed and switching on enhanced pointer precision - no change.
when making the change I noticed the speed slider moving left/right of its own accord.

Any ideas ?

edit : and now it has stopped without me changing anything but I'm sure it will start again another time

    Possible causes are
    EMI (electromagnetic interference) caused by speakers, mobile phone, TV, radio etc
    Video card driver needs updating
    Monitor is wearing out and needs replacing
    Trying a different monitor will help workout if its the computer or the monitor.
    Changing the refresh rate can help
    Even having too many tool bars can cause it

    Thanks, I'll try the speakers first as have a spare set.

    Trouble I can't work out what tiggers it or stops it.
    Can't see it being the monitor as top/bottom of screen remains static.

    Why would a video card driver suddenly need updating ? PC is 5-6 years old

    First thing to do is swap the monitor out and retest.
    No free lunch, and no free laptop ;)

    So it works better with your OS when that updates and to fix any 'glitches' found since your card was installed.
