Garage Conversion

I've searched through the threads and can only find people converting their garages to something else, not vice versa, so I hope some MSEr can help!

I want to convert what is currently my kitchen to a garage. The room backs directly onto the back lane and is about the size of a garage anyway, so (hopefully) it would be a simple case of opening up the back wall to install a garage door, and ensuring the link to the rest of the house is fireproofed (creating my own integral garage, as it were).

I know I'll need to get building control involved, and serve party wall act notices, but will this require planning permission?

Also, anyone have a rough idea of costs for this?
