This is certainly part of it. Another big factor driving up costs is the fact that many small practices aren't able to do their own out-of-hours cover and rely on extremely expensive services like Vets Now who charge many times the normal fees for basic procedures.
When choosing a new vet I'd always ask upfront how much they charge for a check-up, vaccinations, x-rays and whether they have their own out-of-hours service."There may be a legal obligation to obey, but there will be no moral obligation to obey.
