I would suggest they ask whether it would be possible to get permission to organise a stall at any school fairs (Xmas, Summer etc) and events. If they can raise a bit of a float then pocket money toys are always a good one before Xmas - Tobar is quite good for stock but they can look in pound shops as well and see if they can make a bit of a margin. Personally before anyone did anything I would be encouraging them to 'cost' the cost of having the prom - if the amount needed to be raised less the a reasonable cost for tickets is unachieveable then they need to have a really hard think as to whether they should go ahead in the first place.
However I would seriously be thinking about whether they should be supported anyway - this has all the danger of a few in the year getting lumbered in organising events to subsidise the event when perhaps they would be better off concentrating on their studies
