They are particularly unclear with the term 'lodger' and seem to me to require you to call them in order to establish who is in your home and in what capacity. At present I do not own a tv but will be buying one soon. I thought it best for the lodger to buy their own as they can take it with them. I recall registering my ownership of the tv when it was installed via the setting up precedure. Do the tv manufacturers pass this information on to the licensing authority
I have just got rid of a huge monstrosity - took 3 builders brawn to grapple with it and place it in the car.0 -
The link which you have is confusing as it refers to a tenancy agreement and lodgers don't have tenancies. When i queried the need for my lodger to have a licence, I was referred to the following:
If you’re a lodger and have a relationship with the homeowner – for example, a family member, common law partner, a nanny, au pair or housekeeper You’re covered by the homeowner’s TV Licence if they have one, provided you live in the same building. If you live in self contained accommodation such as a separate flat or annex you need your own separate licence.
Lodgers who are not relatives, nanny, etc. have to have their own licence.

I am a landlady and have my own licence which covers me for use of a tv in the living area and my bedroom. The lodger is welcome to watch my living room tv but needs a licence for his own tv in the bedroom.
Exactly it is unclear, that is why I said "Wonder what happens if you are a lodger with no tenancy agreement?" I don't rate their chances of court action if the wording is equivocal and a lodger is determined. But from what is said on other boards, they generally catch those who 'admit' the offence immediately. You can buy lodger agreements online, but read through it and make sure you know what you are agreeing too. It's all very well taking advice from someone who lets properties but letting a room in your own home is different in many ways. You need to think about the type of person you are looking for as you will be living with them. You will also need to be clear from the start about what you expect from them as it's easier to relax things and become friendlier later but almost impossible to do it the other way round.
Landlordzone has a lodger application form and some info on taking in a lodger, and spareroom.co.uk also has a downloadable guide. There's probably books you can buy on the subject, or rent from the library.

What happens if you buy a TV, DVD player or get something like Sky the company you buy the equipment/service from passes your name to TV licensing.
If the property has one TV license and they know it's not a student or medical halls you won't hear from them.
If the property doesn't have a license they spend the next 6-9 months sending you threatening looking letters even if you buy a license the day after you get the service.
Their systems aren't sophisticated.I'm not cynical I'm realistic
