New boiler needed - worth doing anything else at the same time?

Hi all, I just moved into a new flat which has a duff boiler. I've currently got all the radiators off the walls as I'm plastering to decorate and wondered if it was worth upgrading them knowing I'll need a new boiler anyway.
I've yet to cope with a winter so can't really tell if it's an inherrantly cold home but it has three big single paned sash windows (listed building so tricky to replace) but I'm getting insulated curtains to help where possible there. It's also the top two floors of the building and well insulated through the roof.

The old radiators are single ones and the old boiler was a combi thingy and I haven't started to investigate what sort of boiler I should be replacing it with. Is it worth upgrading the radiators to double panel ones? I will be adding radiator foil behind the radiators when I hook them back up.

Is there anything more I can do while I've got a blank canvas?

    We've got that insulated plasterboard on the exterior walls and it's a hundredtymillion times warmer than it was with the normal plaster so get that if you can.
    We got the double rads too and they are brilliant, much warmer, and because they're closer to the wall I can't get tempted to air the washing on them :)

    I've put thermal blinds behind the big heavy curtains too, I've had to do it a bit at a time due to money though, and changed the lightbulbs for energy efficient ones.

    Ahhh, the plasterer finished off today so I missed the chance to do anything with the walls. I think I may delay upgrading the radiators to spread the cost but are there any other plumbing alterations whilst I've got the right men for the job?
