appealing to the district valuer against council valuation

Has anyone disputed their council house valuation during the right to by process?
Our council house has been valued at almost £15,000 more than 5 years ago. All other properties in the area have dropped drastically. My friend purchased here 5 years ago and has just had a valuation after making improvements and her property has dropped by £10,000.
My only option it seems is to appeal to the district valuer.
Anyone know if he works with the council? Anyone had experience in this?
Any advice will be greatly appreciated. Many thanks.

I've done it & yes we were successful. Ours reduced by £9k.
In this area, they work completely independant however, ours wasn't strictly speaking a council RTB as they are now owned by a Housing Organisation. What did you use to base your request for revaluation on?
I tried to get District Valuer to revalue mine as much larger house across the road sold for only 1K more. Gave him all the sizes, etc but he says his price stands and he bases it on various property prices around the area. But even those sold for much less than the value he put on mine.0 -
The District Valuer is independent of the Council and is part of the Valuation Office Agency (VOA.gov.uk)
Bear in mind that the valuation from the DV is binding, and if this increases the price you cannot then go back to the original valaution.0 -

I am aware of the above.
There is an appeal process thru the land tribunal. I am willing to take that chance. As to buy at the current price on the revised right to buy would not be an option. As house needs damp repairs, new roof, insulation and extending bathroom to bring it up to standard etc.
I just cannot see how a similar property of 90 sqm with front and back entrances, larger garden and full central heating can be same price as 69sqm, only one entrance door and small bathroom (only a cloakroom sink which has to overhang the bath) etc
Can anyone reply if they have had a successful appeal to either the District Valuer or Land Tribunal with regards to house valuation.0
