re-skimming a wall, any prep needed?

Hi
I would like to reskim (or get in someone who will do it well ) our hall and stairway as the wall quality is very poor. It is currently covered in kitchen/bathroom style ultra tough paint (latex based from what I have read?). Does this have an effect on whether it can be skimmed... does it need clearing off first, or can plaster go straight on over the top?

probably best to speak to a plasterer first for there preference, & whether watered down pva would help it adhere.. reckon the current surface would probably bubble with water on it..0
