No it doesn't. It has to be posted by then. Once posted it is deemed as served (remember some people have used this with the DVLA sorn delcarations so you can't argue against this).
Edit: Just found that the above is under the The Road Vehicles (Registration and Licensing) Regulations 2002 ( http://www.volkszone.com/VZi/showthread.php?t=631542&highlight=dvla )
According to Ask The Police, it is actually only served if it arrived with you within 14 days so I was wrong (could have sworn I read the opposite on another legal site):

Realistically how can you prove its late though ?
In some cases it will be straight forward if there were known problems with post at the time such as a postal strike or serious weather conditions while in others it it will be a case of crediblity with the magistrates with evidence of problems with post in the past or similar. Some people expecting a NIP will get the postie to sign it if they're in when it arrives outside the 14 days proving it was late.

Hi, if however the car is leased and the V5 not registered to your name it only needs to be delivered to the registered owner within 14 days.
I once worked for a large company with a massive fleet and it took 12 weeks before the NIP was passed on to me.0 -

You are almost right, a document sent by post is deemed to be served, a Notice of Intended Prosecution has to be served, (ie. delivered) within 14 days. If it is later than that, it has still been served - but too late.0 -
