  • If it is, as you say, government funded then yes this is legal. Why anyone would bother applying though is beyond me. With the right on-the-job training anyone can work in retail and perhaps do an NVQ in their own time.

  • My son got his NVQ 2 in Retail while he was working full time on a proper wage. Admittedly this was twelve years ago. Times have obviously changed!
