I heard a radio programme about this. It really is the most enormous con - Next get subsidy from our govt (from our taxes...) as well as slave labour.

Already exists I'm afraid. There's not much they won't put the apprenticeship label on now- anything you can do nvq2 in is fair game.
And given the difficulty of NVQ's everyone could gain a 2 in anything without breaking sweat..................

If it is, as you say, government funded then yes this is legal. Why anyone would bother applying though is beyond me. With the right on-the-job training anyone can work in retail and perhaps do an NVQ in their own time.#TeamCarter

How long is the training?
Is the NVQ qualification and any associated costs paid for?
Is the £2.68 paid for hours worked in the retail environment, or does this include hours spent at college? study? exam?
Whilst on this wage, are they supernumerary, (above normal staffing levels, to have the time to learn what ever is required)
On successful completion of the NVQ, is there a guaranteed job at the end of it? And how much would it pay?
Is there opportunity for progression?

My son got his NVQ 2 in Retail while he was working full time on a proper wage. Admittedly this was twelve years ago. Times have obviously changed!(AKA HRH_MUngo)
