On the chip itself it stores information about whether to accept certain payment types, goods, international goods, services etc. It's possible that your card has the "ATM" flagged disabled meaning it won't work in any ATM. I would try again at another cashpoint to test if this is true though as all my credit cards are allowed (yes, I'm boring enough to have a chip reader).0
