    Whilst you can't get a balance the available balance is - this is your limit less what you have already spent.

    Oh, I must say I only tried to do it once my American Express and that would make sense as I don't really have an available balance as such, its just a no preset spending limit.

    On the chip itself it stores information about whether to accept certain payment types, goods, international goods, services etc. It's possible that your card has the "ATM" flagged disabled meaning it won't work in any ATM. I would try again at another cashpoint to test if this is true though as all my credit cards are allowed (yes, I'm boring enough to have a chip reader).

    (just they didn't want to make it work under ATM dunno why but that's dealt with now....)
