Occupational Health

I have posted previously about some elderly friends and i'd like some more advice. As far as I'm aware they do not claim benefits. The lady will be having a hip replacement in around 3 weeks time. She has been given a list of things to 'buy' to help her in the home such as a raised toilet seat etc. When I was in the same situation although I was claiming ESA my dr arranged for an OH to visit my home to assess what I would need to make my life easier within my home, I didnt have to pay for any of the items i was loaned. Surely she doesn't have to pay for this. They come under Kings Lynn Council in Norfolk.

They also have oil fired central heating that they can't afford to run, they havent had any heating in the last 3 years. They are 79 and 75.
