Tickets on eBay - HELP!

Hello!

I bought three tickets on eBay back in May to see Lady Gaga (over 45 days ago so I can't dispute on Paypal)

The seller was really shady, he had the nerve to only send two tickets. And sent them the day before the concert (so I had to wait until 10:30 am to receive them in the post and therefore missed my trains and had to repurchase trains). Anyway, basically he implied on the listing that he had bought them already and would ship "when received" from the promoter - Live Nation?

But he was clearly just a reseller, so my problem is, I payed £300 for them and I don't think he could actually get 3 tickets to pass onto me for that price so only sent me 2. I have tried to settle this with him, but I'm met with swearing and accusations.

I paid via paypal with a debit card, I'm already thinking that I'm screwed, help!
