How do I make a complaint to the DVLA please?

A local car park has multiple signs stating that if a driver breaches the PPC's conditions the registered keeper will be charged for trespass and breach of contract. How that's possible, I don't know :rotfl:
I think this is a bit naughty.
Anyone know how to make a complaint?

No but the sign is not right even when the new rules comes into effect. It's the driver who is responsible and not necessarily the registered keeper, so a complaint is valid I think. Someone will know which email address you can use to complain to.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

It would be useful to see the entire sign as I suspect that as it is likely to be a multi-purpose sign (that can be used in a variety of situations - the wording at the bottom certainly gives that impression) it may not actually contain an offer thus eliminating breach of contract as a cause of action. Not that VP has ever done court any way.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Well done you, for taking immediate and decisive action to try to get this firm banned for a few months. Please do try one other email address and approach, not just to David Dunford. Could you also copy the email to the address suggested here in post #16 by Broadsword on pepipoo, using the clear subject line as suggested by him:

Make it clear that you have seen the DVLA's email from June which says categorically that this sort of Notice with completely wrong info about the registered keeper being liable, means an IMMEDIATE 3 month BAN at least, from DVLA data access. Tell them where the sign is and when the pic was taken.
Ask them to inform you once the DVLA access has been immediately withdrawn, and for how long, in accordance with their email to the BPA.
It's worth other posters looking at Broadsword's post as it shows the DVLA's email. It's very clear why CPS were banned and all it took was one clear and concise email complaint with pictures. We can all do this if we know of other letters or notices/signs which say that the rk is liable, but we have to act quickly because it will be too late in October of course.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
