Help needed Welcome FSCS, in dispute, also single premium ppi HELP!

Hi All, I hope I'm not turning into a bore now... so i'll try and keep it brief!

I had a loan with welcome, with no ppi, topped it up in Feb 2008 and said NO to ppi. Paid loan off last year, but just found out PPI was added without my consent. Have had the SAR and have a few points.

1) I'm POSITIVE I didn't sign it, the adviser was a real wideboy and tried giving me an agreement with ppi, I said no I've told you no ppi so he brought me back a new one. Thats the one I signed. HOWEVER welcome have sent me back a copy of an agreement that is a bit like my signature, but there are flaws.
2) I was confirmed with a suspected with a medical condition a couple of weeks after they 'added' this PPI. If they had asked me the proper questions you must ask beforehand I would have told them I was having ongoing health problems so wouldn't have been covered anyway.
3) I already had sufficient cover through my employers. One of the items welcome sent me was a screenshot of their 'notes about me' and it clearly says 'Customer doesn't need PPI cover as has sufficient cover with employment'.
4) The PPi was added on to the loan as a single premiumLoan was for £3k, ppi was £1096. So a total of £4096. All at 57%apr over 36 months (ouch)

So FSCS have already refused my claim saying i should have looked at the documents. I then complained again which was dealt with by welcome, as I've said their staff have obviously altered the documents. But where do I go now, do I go back through FSCS? The letter yesterday from welcome told me to go to FOS? But is the clsaim still in the system with FSCS as welcome were dealing with it?

I'm obviously not going to be able to prove that I didn't sign it, as thats been thrown out by welcome (i dont have the original agreement) so where do I stand on going down the single premium route?

Any help would be appreciated. I have the reply letter from welcome here, and the credit agreements (showing differing sigs) but cant figure out how to attach it if its any use!
