Put on thick gloves and get a towel (not a heavy one), go up into the loft and wait until the bird is on the floor within reach, and chuck the towel over it. Pick up the bird wrapped in the towel very carefully, and release it out of the window.

there are thousands of these in Surrey/London, and to a city type a 16 inch bird flapping around your face is BIG!

I agree that there is probably a bird organisation somewhere or an animal hospital / wildlife rescue that has a volunteer who could come and help. Have you called the RSPB ?0

To the OP, your windows must be wide enough - building regs state that there must be at least some in the house big enough to escape in case of fire - if there are not, then you need to take this up with your landlord. I am not aware of any house that doesn't have at least one casement or sash window?

Building Regs may say that now, but may not have done when the property was built.
There is no requirement (either on home-owners or landlords) to alter/upgrade a property each time the BRs change.0 -

and may I add to that,
go to the penthouse apartment in the Shard (when its finished) and look for an escape window on the 50th floor, fat lot of good that would do you!

Rose-ringed parakeets measure on average 40 cm (16 in) in length including the tail feathers Their average single wing length is about 15–17.5 cm (5.9–6.9 in). The tail accounts for a large portion of their total length.
Most of that length is tail - wings 5-6 inch long are not big, city dweller or not! I used to live in Oz and had nundreds in my back garden, and my in laws have the feral ones in their garden in London - they are a relatively small bird - smaller than say a pigeon.

Get your boyfriend sorted out is he a man or a mouse ! its fortunate I have had experience of this problem , I once went to rescue a parakeet from a womans bedroom in soho , I asked if she had had many parakeets in there before, she said no but I have had a c***atoo
