It must piggy back. It's a split-building and the meter I pay into is in my kitchen in my self-contained flat.

don't count on it, I have seen l/lords put in direct at the road / cutout.
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

How can I find this out then? There are A LOT of flats in the building and I'm on 1st floor if it helps.

have a look at the main meter to the building, if piggy backing their should just be x4 wires from it, 2 in and 2 out, after this should then be a consumer unit. if its been done correct you should have an isolator / consumer unit for each flat

Not really sure how I can do that when it's a huge building, I don't know where it is and probably don't have access to it anyway. I can't see how it's not piggybacking.

I know he can't profit but how do I know how much he pays?

He must show you his bills from his supplier
A kind word lasts a minute, a skelped erse is sair for a day.
  • If you don't buy cards from the landlord (which your tenancy agreement does not require you to do) your electricity will (probably) be cut off by the meter.

I think disconnecting a tenant's electricity counts as harassment.

I would strongly advise you to contact Shelter, CAB or your local council housing support worker ASAP.

its not, but it is against the housing standards regulations.

Landlords may be guilty of harrasment by restricting the use of your home:... removing or restricting access to services such as gas, electricity or water, or failing to pay the bills so these services are cut off.
Shelter - Harassment by a landlord
