    Ironically DL have their vandalism promise and uninsured driver promise. In this case however his NCD is affected due to £208 recovery costs.

    OP, tongue in cheek, but tell DL that a drunk guy vandalised your car with his head.

    I can't help feeling that pursuing the guy would result in a counterclaim for injuries.

    Were you to pursue him, would his home insurance public liabilility section kick in?

    ps His admission of liability whilst in the ambulance immediately following an accident (whilst intoxicated) is unlikely to be supported in court.
