How many 0% purchase credit cards...

....is a person allowed to have and can they be applied for at the same time?

    As many as providers are prepared to give them! Be aware that applying for multiple lines of credit within a short time span makes you less likely to get any!

    and they can be withdrawn even after you have received the card, so applying for multiple cards in one go is not very practical.

    I'd say 3 is the practical maximum. Any more may be taken as you being desperate for credit and they all may be revoked (or credit limits reduced).

    I've currently got a collection of 4, but that is over several years and only about 30% of my annual salary (most of which the 0% offer has now expired).
