paypal MVL glitch

Just searching to see if there are any reports of the paypal payment glitch and found this, not quite the same but interesting none the less:

Presumably this is for 'immediate payment only' items, otherwise it would just remain unpaid?

I can't say I've been affected that I know of, maybe I'm picking up trade from those who have immediate payment items.

This is still happening so for anyone wondering why their BIN items are not shifting, it could be this glitch.

I've been trying for 3 days now to buy items from two sellers, both of whom I have dealt with before. This is the message I get when I try to buy or even pay:

Sorry, due to a technical issue with this listing, this variation of this item cannot be purchased.
You can try purchasing another variation, or contact the seller and let them know that this item may need to be re-listed before you can make your purchase.

Neither seller is aware of any issues and both have, and are showing plenty of stock. Neither they or me have been able to get ebay bothered about sorting this out, so I have agreed to buy what I want direct using paypal and bypass ebay altogether.

It is against the rules, but it is their system that prvents me from buying these items and is causing the seller to lose a great deal of sales.
