Jailbreak to Unlock IMEI Block?

I've just got into this phase where I'm going on ebay to find cheap faulty iPhones, as I am able to fix most problems (from experience)! Most of these problems tend to be with IMEI blocks, where the sellers say they have been reported as lost. Would jailbreaking the phone be able to get around this? (I have my own jailbroken 3GS but still unsure)

no the IMEI is hard wired and cannot be changed, not only that it is illegal to change the IMEI of any device, and for the people who have had their iPhone stolen or lost it is good that IMEI blocks cannot be circumvented.0
