Question re Private Messages

I've had a PM from a member about loans, to which I am quite willing to reply to.

When I tried to send the reply, I got this message -

"******* has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her."

I understand they could have turned of PM's, so they're not going to get my reply.

My other question is, if they haven't turned of PM's, is there a board setting that only allows PM's after a certain number of posts? The member in question only has 2 posts.

Failing all that, would it be OK to start a post in the relevant section with the heading something like - "For the person who PM'd me"

    I had a message which I could then not reply to,maybe it's a glitch with all the work going on behind the scenes
