Problems with Dial Around

In theory Dial Around is the cheapest for the particular country we frequently ring. So far we've never been able to get through and are told the system is currently oversubscribed and we have to fall back to the next cheapest.
Has anyone else had any problems getting through?

Rates for Mexico and South Africa (the countries I phone regularly) are 1p per min, is there any extra charge from BT or Talk Talk to add to this?
I have been using 18866, but their charges have crept up to 3p and 5p per min + 2p connection charge0
