When I checked before the recent sale, the link went to Airport Angel:

This is the provider for the NatWest/RBS Black account.
Caveat: don't rely on Airport Angel being the current DC lounge provider without checking further!
Also, there is online speculation that DC access to lounges will require a minimum expenditure on the card. This is already happening to Hong Kong DC cardholders wanting to access non-HK lounges.0 -
It was totally fee free to join when I signed up - and the new owners have advised (verbally) that no annual renewal fee will apply to customers who went for that deal.
It wasn't widely advertised, I discovered the offer by chance.
DC cards are now being accepted much more widely, I've bought groceries at Sainsburys and fuel at Asda for example.

We've used several airport lounges both in the UK and abroad, including Dubai and Singapore - heard no rumours about a minimum spend for free access.0 -
According to a poster on FlyerTalk, Dutch DC cardholders now need to spend at least €5,000 p.a. on the card for lounge access.
If something similar happens in the UK, that may still be worthwhile, depending on your travel pattern of course.0
