How to expose "old for new" serial fraudster?

I recently bought a "new" Nokia 6288 mobile that turned out to be a 6280. The seller agreed a full postage refund if i dropped my complaint. Yes, I know i shouldn't have, but I did and he then refused to refund any postage.
So I did some feedback research and discovered that he often sells "old for new" but gets away with it because his dodgy deals are hidden amongst his thousands of legit 99p unlocking items. I also traced him to Amazon.co.uk and he's scamming customers there too!
I've tried to report him to Ebay but their tools seem designed to prevent such reporting! I just can't find a way through Ebay's stonewall!
Furthermore, using Goofbay's tool, it's clear that he regularly buys stuff and reports them as not received!!
I'm not really interested in my p&p refund but any advice on exposing this crook would be appreciated.

    Goofbay has a feedback checker tool but I found the one on toolhaus.org much more useful - it's easier to separate fb received from that left, etc..

    As near as I can figure it, from 1st to 31st August 2012, this man has given feedback as a buyer for 12 items in total.
    5 of that 12 were positive while 7 out of 12 were negative.
    Of those 7 negatives, 5 were for items supposedly not received.
    Now if I'd not received 5 out of 12 items in 1 month I'd be slagging off Royal Mail, not my fellow Ebay sellers with comments like "DID NOT RECEIVE MY ITEM OR ANY REFUND ... VERY BAD SELLER " (his caps).

    And it's the same story stretching back to June 2010.
    Of course, in the past month he's received 500+ positives for phone unlocking codes so his dodgy hardware scams are well hidden amongst his software sales...

    Very easy to do that on eBay too.

    The four tabs can filter feedback and display all feedback, feedback as a buyer and feedback as a seller.

    You can also look at feedback left for others, and filter by negatives, positives and neutrals.

    Personally I always check at least to see what negs someone has been left. It often gives an insight into their response to problems as well as what problems occur.
