Well the offer I posted was a bargain and if you check on most of the web sites that sell these you find that there are well over £40 hence I think its a miss price BUT I hope people can get them for £14, I would be tempted myself, having just purchased one. Even Ebuyer are £47 and they tend to be cheap for most things.

To make it multi region
Turn on the player (make sure there's no DVD in the tray), select the preferences and press 1,3,7 and 9. Then merely select what region you want 1 for region 1, 2 for region 2
I can not vouce whether this works or not, use at your own risk.
