If you speak to the council again, ask them to put you through to the Anti-Social Behaviour team and they will send you diaries/report forms that you can fill in and submit to them. Always keep a photocopy for your own records.
The council have a very strict procedure to follow to lawfully evict nuisance tenants so the more evidence you have the better. I will admit though, some councils are useless at taking action so you need to keep the pressure on, don't give up!
I've been working with someone who has suffered racial, emotional and physical abuse at the hands of his neighbours for over five years and the council have only just done something about it despite having more than 40 ASB diaries and over 100 police incidents. This lead to official complaints and is now in the hands of the Ombudsman.

Thanks guys The people next door moved out yesterday and i got a nice nights rest I just hope the new people to move in are nice and quite *fingers crossed*
