storm damage to garage roof

The January storms ripped off 2 of our flat roof panels. Legal & General said get the job done if its less than £750 and then claim. We couldn't find a builder who would do just the 2 panels, they all wouldn't come out for anything less than the whole roof, so we did the job ourselves and claimed the cost of materials only. Another storm in March ripped these panels off. We asked for an inspector to come and assess the damage, they did this, and then told us to get the 2 panels done and they would pay. But we still cant get anyone to repair less than the whole roof. Legal & General contacted the Inspectors and even they dont want a partial job, so L&G have said get the whole roof done and they will pay 50%. Some might say thats good, but we really cant afford this right now. We are in the situation where we have paid our insurance ( & nev er claimed on it up to now) and we cant get the roof repaired without it costing us in the region of £1500. They also say as its a new claim, we have to pay another £50 excess. Do we have any rights here?
