Lying to Building Regs...is it possible?

Hi,
Just wondering if anyone else has had a similar experience and how it turned out.
Last year the building next door was converted from a small shop to 2 flats.
Long story short - the noise is a nightmare. Environmental health are involved but I also contacted building regs to ask how the building was checked/tested in order for it to pass as we don't feel it's entirely the fault of the tenants being noisy.
This is what they said...
In this particular case it appears that the inspecting officer has seen trade literature, which he has noted on the file, which shows that this was accepted as being constructed on site.
Is 'trade literature' another term for an invoice?!! Can I take it they did no testing at all and have taken as Gospel some document telling them what SHOULD have been done to pass regs WAS done but no one has checked it out?
I have emailed back asking for clarification and saying if that's all they did then I want them to check the property and test it properly. Can I get them to do this? Do I have any rights in this situation?
Sorry if I sound a bit loopy but there is a lot more going on as well as this which is driving us crazy and I can't believe they don't bother to check when noise problems cause so much distress!
