I just sent a payment to someone for £11 from ebay but the payment is in echeque. The payment hasnt been sent to them and it takes over a week so i would like to pay another way. What can i do to cancell?

you cant cancel an echeque..
the seller could refund it to you, but it wont show up in their paypal account as cleared for about 10 days..0 -

the seller would need to use the refund payment option....when the echeque is showing as cleared.0

As has been said I do not believe it possible for a seller to reject an echeque. If it is refunded then the seller could los eout if the payment later goes as refused as the refund will have been sent yet no payment received.
