TRY THE BUILDERS YARDS YOU MIGHT GET SOME OLD
PALLETS THEN FILL THE STRUCTURE WITH CHEAP GROWBAGS

I wouldn't recommend railway sleepers, they are treated with a bitumen type coating and that will leech into your soil and spoil anything you grow. The no dig bed I'm making is being constructed from old floor joists.
