Cif or barkeepers friend will clean muck but only scrapping off paint/plaster will shift that. I power washer might shift some of it0

depending what the marks are you can either use a cream cleaner as in jif or a solvent cleaner. The solvents come in different strengths. If you got to a plastics supplier like pbm for example these will have the different types. If its a build up of plaster paint etc you will have to scrape this off first. Use a wallpaper scraper and hold it quite flat so it doesnt dig in. These materials dont really adhere to upvc that well, so they will come of quite easily.0

Eventually the top layer becomes damaged by the sun's rays and becomes powdery, trapping dirt. A very fine abrasive polish like T-Cut Metallic or any uPVC cleaner will help, but once you get to the stage of using any abrasive it's a vicious circle. Mer got a good mention when this topic was raised before on here, and I'd be inclined to agree. It's not cheap but it does help protect the plastic from the sun's rays, and seems to have more of a lasting effect, so you'll need to use it less often, though it does sound like your windows are a bit past this stage.0

I use any whitening toothpaste to clean upvc window frames if they are really ingrained with dirt ,then use Mer car polish to polish them up.
I do that once a year and now just have to use wet cloth to get dust off and any bird poo just wipes off with out leaving a stain.
If its dried in plaster i would soak a rag in boiling hot water and leave on plaster and hope it comes off with some rubbing.0 -
