Buying house - what offer to start with

My partner and I are looking into buying our first house, the one we like in a particular area is up for sale at oo 125k in scotland. Last house in that area sold for 130k in June.
The house though pretty much needs everything done to it ie
New kitchen - around 20 year old
New bathroom - unlivable at the moment
Few walls and ceilings needing skimmmed
All carpets are not usable so need to re-carpet, laminate all floors
Needs new combi boiler
Back garden needs to be re-slabbed(currently no grass), wall needs fixed and fence needs replaced
Compared to the 130k house(Which was in perfect condition) the Garden is smaller and not quite as a good location Sun wise as the one up for sale.
I think in its current state the house is worth maybe £110k at moment, home report has 127k
What should my first offer be, I'm thinking around 100k and increasing increments of 2.5k until 110k where i would put in a final offer.
PS. Its been up for sale for around 2 months and many people have viewed (We know a neighbour)
