SPEEDING drivers who are fined in court will be forced to pay a £15 surcharge — to help victims of domestic violence.
But violent offenders who are jailed, such as murderers and rapists, won’t have to fork out.
The levy will apply only to offenders who are fined in court such as speeding motorists who challenge their penalty, said the Home Office.
Cash from the levy, which will apply from Monday, will be used to improve services for victims of crime. It is expected to raise £16million a year, including £3million to increase independent domestic violence advisers.
Home Office minister Baroness Scotland said: “We are hitting criminals in the pocket to make sure crime doesn’t pay and victims get services we want them to have.”
The move will not affect motorists who pay fixed penalty notices with no challenge.
It was slammed by motoring groups.
Paul Smith of Safe Speed said: “If they want to help victims of domestic violence, they should be suing the perpetrator, not treating the motorist as a cash cow.”

Completely stupid!!!!!!
I work in the trade so to speak, and it's disgusting that the offenders for such crimes do not pay themselves. Either a crappy sentence, a pitance of a fine or nothing at all. There is no reason whatsoever why a motoring fine should pay for other matters.
If justice worked properly, then the offender for each crime should get what he/she deserves. But they don't because courts are wimpy.NO to pasty tax We won!!!! Just shows that people power works! Don't be apathetic to your cause!0 -

ISTR that the criminal injuries compensation board was being slated only a while ago for not paying out enough to ALL victims (not just victims of domestic violence).
Giving the choice between general taxation going up to pay for increased payouts, cuts somewhere else or increased fines for ALL those who are fined by the courts (not just motorists) I know which I'd be in favor off.
As for suing the perpetrator of the crime - most criminals don't have money, tends to be why the've turned to crime.0 -

The recent cases of the Nationwide being fined for losing customer's personal info, who paid the fine ? the owners ! ie the Nationwide's investors !
Railtrack fined £4M for killing 30 people at Paddington, who actually pays the fine, the taxpayer of course ! including the relatives of the victims.
Everything in this country now seems to boil down to ways of screwing more and more money from the general public.

lol, well they're doing they're best to stop people leaving, even temporarily for holidays........the cost of a passport goes up to (I think) £72 in October.
