Are freestanding towel rails sturdy enough?

I need a freestanding towel rail but I'm concerned it may topple over with the weight of damp towels or will topple if someone pulls a towel out to use.
I've never needed a freestanding version before so I have no idea if they are practical or rubbish.
Are they all much and such or are there good and bad versions?
Any advice please?
