Home building insurance Freehold flat?

I have lived in this flat for 14 years It is for the over 55's and there are 42 apartments
We have a part time manager and Goldsborough are our managing Agent.
The Freehold for the properties is another Company. During the years I have lived here there has been a continous problem with water coming from the roof. I have 5 areas in the flat where water is a problem. Over the years a lot of repair has been carried out but despite even putting scaffolding the problem persists The window area seems to be the lead flashing which they say is not wide enough. There are 2 of the windows in my bedroom and Living The problem in another area in the living room in below where there is a false chimney. Surveyor recentlt said that there is a concrete lintel below this and that this has a crack in it.
The Policy is with the Freeholder and each person who lives here has to pay a fee to the Manageing agent each year.
Because this water situation persists I have been paying an excess of £100 each time it has been necessary to carry out decoration etc. This has been for painting and some replastering. The Chairman told me yesterday that I should not have to pay this excess. We have very high fees for the managing etc of our properties. There is a Laundry a guest room a Reception area garden fees but I am paying almost £4000 per year.
I would like to ask advice as to whether I need to pay this. The problem has been ongoing since January of this year We are having a new builder to sort the problem but the builder has not been to inspect my apartment. I am unable to get the living room ceiling and another area which requires some replastering and then painting. I got the forms from the Broker who in turn sent me a cheque made out to the decorater less the £100 I can't have the work done until the roof is sorted. I would appreciate any advice on this! Also how long is a cheque valid for
