deleted my recycle bin???

hello all...
ive deleted my recycling bin but cannnot locate it at all on my computer...my OS is vista does anyone know how i can get it back....ive searched my computer but it doesnt come up with anything???

    on desktop...right click go down to personalize....should open up a settings box if you look at the left hand side of the box it says "tasks" look for change desktop icons..click this..should bring up another box called desktop icon settings...down on the right hand side of the box should be a tab saying reset defaults click this & apply once you go back to your desktop you'll find the recycle bin back

    This delete feature for the recycle bin is sooooooooooooooooooo annoying me.
    I have deleted (and restored) the bin almost a hundred times now.

    Is there an easy way to remove this feature?
    Do I want it? ......Do I need it? ......What would happen if I don't buy it??????
