We did something similar when my daughter was 14. We flew to New York, stayed there 3 days, then hired a car and drove up to Niagara, stayed overnight there, then headed south to Washington. We had a day at Colonial Williamsburg (it had been mentioned on 'Friends'), and then a couple of days in Washington, before flying home.
We had no difficulty flying home from a different airport, or dropping the hire car off at a different place (slightly more expensive, but nothing drastic).
